&lt;br/&gt;This is going to be a knock-down, drag-out fight. GOA continues to
&lt;br/&gt;stand alone in the trenches, defending the rights of gun owners
&lt;br/&gt;around the country. It's not going to be easy.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Gun control supporters want to pass gun control within the next
&lt;br/&gt;couple of weeks. And that's why, even if you took action earlier
&lt;br/&gt;this week, you need to do so once again.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;All the gun haters (who have been keeping silent for a while) are now
&lt;br/&gt;coming out of the closet and into the open. Take the notoriously
&lt;br/&gt;anti-gun senator from New York -- Chuck Schumer. He has been very,
&lt;br/&gt;very excited this week. Recent events have given him a platform, and
&lt;br/&gt;the excuse, to push legislation that he had sponsored years ago --
&lt;br/&gt;legislation that never got through Congress.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;You see, Senator Chuck Schumer has been, in past years, the Senate
&lt;br/&gt;sponsor of the McCarthy bill (HR 297). And the recent murders at
&lt;br/&gt;Virginia Tech have given Senator Schumer the pretext he has been
&lt;br/&gt;looking for. Appearing on the Bill O'Reilly show earlier this week,
&lt;br/&gt;Schumer did his best to make a reasonable-sounding pitch for more gun
&lt;br/&gt;control.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;He told O'Reilly on Monday that while he and Rep. McCarthy had
&lt;br/&gt;previously worked together on this legislation, he now wants Congress
&lt;br/&gt;to take up HR 297 quickly. "The Brady Law is a reasonable
&lt;br/&gt;limitation," Schumer said. "Some might disagree with me, but I think
&lt;br/&gt;certain kinds of licensing and registration is a reasonable
&lt;br/&gt;limitation. We do it for cars."
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Get the picture? First, he wants the Brady Law strengthened with the
&lt;br/&gt;McCarthy-Dingell-Schumer legislation. Then it's off to pass more gun
&lt;br/&gt;control -- treating guns like cars, where all gun owners are licensed
&lt;br/&gt;and where bureaucrats will have a wonderful confiscation list.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;In the O'Reilly interview, Schumer showed his hand when he revealed
&lt;br/&gt;the strategy for this bill. Because it could become such a hot
&lt;br/&gt;potato -- thanks to your efforts -- Senator Schumer is pushing to get
&lt;br/&gt;this bill passed by Unanimous Consent in the Senate, which basically
&lt;br/&gt;means that the bill would get passed WITHOUT A VOTE.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;This is a perfect way to pass gun control without anyone getting
&lt;br/&gt;blamed... or so they think. We need to tell every Senator that if
&lt;br/&gt;this bill passes without a vote, then we hold ALL OF THEM
&lt;br/&gt;responsible. (Be looking for a future GOA alert aimed at your
&lt;br/&gt;Senators.)
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;On the House side, the Associated Press reported this past Monday
&lt;br/&gt;that "House Democratic leaders are working with the National Rifle
&lt;br/&gt;Association to bolster existing laws blocking" certain prohibited
&lt;br/&gt;persons from buying guns. Of course, there are at least three
&lt;br/&gt;problems with this approach:
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;1. It's morally and constitutionally wrong to require law-abiding
&lt;br/&gt;citizens to first prove their innocence to the government before they
&lt;br/&gt;can exercise their rights -- whether it's Second Amendment rights,
&lt;br/&gt;First Amendment rights, or any other right. Doing that gives
&lt;br/&gt;bureaucrats the opportunity to abuse their power and illegitimately
&lt;br/&gt;prevent honest gun owners from buying guns.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;2. Bureaucrats have already used the Brady Law to illegitimately deny
&lt;br/&gt;the Second Amendment rights of innocent Americans. Americans have
&lt;br/&gt;been prevented from buying guns because of outstanding traffic
&lt;br/&gt;tickets, because of errors, because the NICS computer system has
&lt;br/&gt;crashed -- and don't forget returning veterans because of
&lt;br/&gt;combat-related stress. You give an anti-gun bureaucrat an inch,
&lt;br/&gt;he'll take a mile -- which we have already seen as GOA has documented
&lt;br/&gt;numerous instances of the abuses mentioned above.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;3. Finally, all the background checks in the world will NOT stop bad
&lt;br/&gt;guys from getting firearms. As we mentioned in the previous alert,
&lt;br/&gt;severe restrictions in Washington, DC, England, Canada, Germany and
&lt;br/&gt;other places have not stopped evil people from using guns to commit
&lt;br/&gt;murder. (Correction: In our previous alert, we incorrectly
&lt;br/&gt;identified Ireland as the location of the infamous schoolyard
&lt;br/&gt;massacre. In fact, it took place in Dunblane, Scotland in 1996 -- a
&lt;br/&gt;country which at the time had even more stringent laws than we have
&lt;br/&gt;here.)
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;McCARTHY BILL TREATING GUN OWNERS WORSE THAN TERRORISTS
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;HR 297 would require the states to turn over mountains of personal
&lt;br/&gt;data (on people like you) to the FBI -- any information which
&lt;br/&gt;according to the Attorney General, in his or her unilateral
&lt;br/&gt;discretion, would be useful in ascertaining who is or is not a
&lt;br/&gt;"prohibited person."
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Liberal support for this bill points out an interesting hypocrisy in
&lt;br/&gt;their loyalties: For six years, congressional Democrats have
&lt;br/&gt;complained about the Bush administration's efforts to obtain personal
&lt;br/&gt;information on suspected terrorists WITHOUT A COURT ORDER.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;And yet, this bill would allow the FBI to obtain massive amounts of
&lt;br/&gt;information -- information which dwarfs any records obtained from
&lt;br/&gt;warrantless searches (or wiretaps) that have been conducted by the
&lt;br/&gt;Bush Administration on known or suspected terrorists operating in the
&lt;br/&gt;country.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;In fact, HR 297 would allow the FBI to get this information on honest
&lt;br/&gt;Americans (like you) even though the required data is much more
&lt;br/&gt;private and personal than any information obtained thus far by the
&lt;br/&gt;Bush administration on terrorists.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;And all of these personal records would be obtained by the FBI with
&lt;br/&gt;no warrant or judicial or Congressional oversight whatsoever!!!
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Get the picture? Spying on terrorists is bad... but spying on honest
&lt;br/&gt;gun owners is good. After all, this horrific intrusion on the
&lt;br/&gt;private lives of all Americans is presumed to be "okay" because it's
&lt;br/&gt;only being used to bash guns, not to go after terrorists and
&lt;br/&gt;criminals who are trying to kill us.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;As indicated in earlier alerts, this information could include your
&lt;br/&gt;medical, psychological, financial, education, employment, traffic,
&lt;br/&gt;state tax records and more. We don't even know the full extent of
&lt;br/&gt;what could be included because HR 297 -- which can be viewed at
&lt;br/&gt;http://thomas.loc.gov by typing in the bill number -- is so
&lt;br/&gt;open-ended. It requires states to provide the NICS system with ALL
&lt;br/&gt;RECORDS that the Attorney General believes will help the FBI
&lt;br/&gt;determine who is and who is not a prohibited person. Certainly, an
&lt;br/&gt;anti-gun AG like Janet Reno would want as many types of records in
&lt;br/&gt;the system as possible.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The provision that would probably lead to the greatest number of
&lt;br/&gt;'fishing expeditions' is that related to illegal aliens. Federal law
&lt;br/&gt;prohibits illegal aliens from owning guns. The bill requires all
&lt;br/&gt;"relevant" data related to who is in this country illegally. But
&lt;br/&gt;what records pertaining to illegal aliens from the states would be
&lt;br/&gt;relevant? Perhaps a better question would be, what records are not
&lt;br/&gt;relevant?
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;ACTION:
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;1. Please take a moment to communicate your opposition to HR 297 --
&lt;br/&gt;even if you already sent your Representative a note earlier this
&lt;br/&gt;week. We have provided a new letter (below) which provides updated
&lt;br/&gt;information relating to the battle we are fighting.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;House leaders are talking about bringing up this bill soon. And Sen.
&lt;br/&gt;Schumer (in his interview with O'Reilly) even hinted at the fact that
&lt;br/&gt;the bill could come up WITHOUT the ability to offer pro-gun
&lt;br/&gt;amendments -- such as a repeal of the DC gun ban or reciprocity for
&lt;br/&gt;concealed carry holders -- provisions that could potentially serve as
&lt;br/&gt;killer amendments.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Also -- oh yeah, this is going to upset you -- Senator Schumer told
&lt;br/&gt;O'Reilly, "I got to tell you, a lot of NRA people, they support
&lt;br/&gt;this." Can you believe that? Senator Schumer is claiming to speak
&lt;br/&gt;for you! That's why it's so important that you once again tell your
&lt;br/&gt;congressman that Schumer is wrong... that you're a supporter of gun
&lt;br/&gt;rights who OPPOSES the anti-gun McCarthy-Dingell bill.
&lt;br/&gt;
&lt;br/&gt;

      <title>Pending California Gun Legislation, take action or live with it.</title>

&lt;br/&gt;"CALIFORNIA: California Legislative Update!  Four bills
&lt;br/&gt;critical to gun owners in the Golden State will be
&lt;br/&gt;heard in the Assembly Public Safety Committee on
&lt;br/&gt;Tuesday, April 17.  Assembly Bill 1471 would require
&lt;br/&gt;that after a certain date, the make, model, and serial
&lt;br/&gt;number be microstamped onto the interior surface or
&lt;br/&gt;internal working parts of all handguns in such a
&lt;br/&gt;manner that those identifiers are imprinted onto the
&lt;br/&gt;cartridge case upon firing.  Also, Assembly Bill 362
&lt;br/&gt;would require identification be presented for all mail
&lt;br/&gt;order and face-to-face ammunition sales.  However, not
&lt;br/&gt;all is bad in the Golden State.  Assembly Bill 1645
&lt;br/&gt;will protect the Second Amendment rights of
&lt;br/&gt;Californians to keep and bear arms from executive
&lt;br/&gt;authority during a state of emergency in California. 
&lt;br/&gt;Also, Assembly Bill 1105 would require the Department
&lt;br/&gt;of Justice to complete a study identifying what
&lt;br/&gt;actions would be required to reduce the waiting period
&lt;br/&gt;for firearms transfers in California.  Please contact
&lt;br/&gt;the members of the Assembly Committee on Public Safety
&lt;br/&gt;at (916) 319-3744 and respectfully urge them to oppose
&lt;br/&gt;AB1471 and AB362, and to support AB1645 and AB1145."

&lt;br/&gt;Hi Yanks and Canadians - I thought you all would like to see the real figures from Down Under.  It has now been 12 months since gun owners in Australia were forced by a new law to surrender 640,381 personal firearms to be destroyed by our own government, a program costing Australia taxpayers more than $500 million dollars.
&lt;br/&gt; 
&lt;br/&gt;The first year results are now in:   Australia-wide, homicides are up 3.2 percent,   Australia-wide, assaults are up 8.6 percent;   Australia-wide, armed robberies are up 44 percent (yes, 44 percent)!   In the state of Victoria alone, homicides with firearms are now up 300 percent.
&lt;br/&gt; 
&lt;br/&gt;Note that while the law-abiding citizens turned them in, the criminals did not! (And criminals still possess their guns!) 
&lt;br/&gt; 
&lt;br/&gt;While figures over the previous 25 years showed a steady decrease in armed robbery with firearms, this has changed drastically upward in the past 12 months, since the criminals now are guaranteed that their prey is unarmed. There has also been a dramatic increase in break-ins and assaults of the elderly.
&lt;br/&gt; 
&lt;br/&gt;Australian politicians are at a loss to explain how public safety has decreased, after such monumental effort and expense was expended in successfully ridding Australian society of guns.  You won't see this on the American /Canadian evening news or hear your government or members of the State Assembly amd Ottawa parliament disseminating this information.
&lt;br/&gt; 
&lt;br/&gt;The Australian experience proves it. 
&lt;br/&gt; 
&lt;br/&gt;Guns in the hands of honest citizens save lives and property and, yes, gun-control laws affect only the law-abiding public.
&lt;br/&gt; 
&lt;br/&gt;Take note Americans and Canadians before it's too late.

&lt;br/&gt;NRA Statement on Latest Developments

&lt;br/&gt;Yesterday, San Francisco Superior Court Judge James Warren struck down the San Francisco handgun ban, asserting that under California law local officials do not have the authority to ban firearms from law-abiding citizens. The National Rifle Association (NRA) opposed the ban from its inception.
&lt;br/&gt;
&lt;br/&gt;NRA Executive Vice President Wayne LaPierre stated, "This ruling is a major victory for freedom and for the National Rifle Association. Proposition H was an ill-conceived gun ban scheme that would have violated the rights of only the law-abiding in San Francisco. We fought this outrageous attack on the constitutional rights of the good guys and we prevailed. We are determined not to see this gross injustice happen again and will fight any effort by politicians to resurrect this faulty proposal."
&lt;br/&gt;
&lt;br/&gt;The San Francisco gun ban would have prohibited law-abiding city residents from purchasing firearms - rifles, shotguns and handguns - for any lawful reason, whether for self-defense, hunting or recreational shooting. In addition, current law-abiding gun owners would have to surrender their registered handguns to the police.
&lt;br/&gt;
&lt;br/&gt;Chris W. Cox, NRA chief lobbyist, stated, "We are pleased with the decision of Judge James Warren of the California Superior Court. In today's ruling, Judge Warren ruled California law prohibits a city or county from banning handgun possession by law-abiding adults. This ruling supports the premise of NRA's argument. The NRA filed it's lawsuit soon after Proposition H passed arguing that the proposition was in violation of California preemption laws that say firearm laws are regulated by the state."
&lt;br/&gt;
&lt;br/&gt;The San Francisco Police Officers Association also opposed the ban, stating that the new law nullified "the personal choice of city residents to lawfully possess a handgun for self-defense purposes."
&lt;br/&gt;
&lt;br/&gt;Cox continued, "It seems evident that the authors of this measure either intentionally misled voters during the election or authored this proposed measure with gross disregard of California law. Regrettably, the biggest losers were the voters in this municipality who had to bear the considerable financial burden to satisfy the careless political whim of their elected officials."
&lt;br/&gt;
&lt;br/&gt;NRA and its Civil Rights Defense Fund presently support more than 60 cases involving the constitutional rights of gun owners. NRA filed a lawsuit challenging gun confiscations in the wake of Katrina (NRA v. New Orleans) and to clarify California's so-called "assault weapon" law (Hunt v. Lockyer). It successfully challenged the San Francisco gun ban (NRA v. San Francisco), and it is challenging seizures of firearms at New York and New Jersey airports contrary to federal safe passage law (John Torraco and William Winstanley in New York and Gregg Revell in New Jersey).  Successes include striking down unconstitutional laws in Wisconsin (State v. Hamdan), New Mexico (Baca v. New Mexico Department of Public Safety), Oregon (State v. Dalgado), and West Virginia (State ex rel. City of Princeton v. Buckner).  NRA also supported cases involving successful self-defense, for example, Jeffrey Kinder, Sr., and Jeffrey Kinder III (Arizona) and Tracey Roberts (Iowa).

&lt;br/&gt;&gt; S. 645. A bill to reinstate the Public Safety and Recreational Firearms Use Protection Act; to the Committee on the Judiciary.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Mr. LAUTENBERG. Mr. President, I rise to speak about a common sense bill that will protect American citizens and law enforcement officers. The Assault Weapons Ban and Law Enforcement Protection Act is designed to restore and strengthen the ban on assault weapons that expired on September 13, 2004.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; [Page: S2855] GPO's PDF The Government Accountability Office recently reported that 47 people on the terrorist watch list legally purchased firearms in this country last year. I personally believe that a person on the terrorist watch list, who isn't allowed to board a commercial airliner, should not be able to purchase any weapon. But they especially shouldn't be able to buy assault weapons, which possess unique, military-bred, anti-personnel design characteristics. These features, taken together, make it easy for a shooter to simply point a weapon--as opposed to taking careful aim--and quickly spray a wide area with a lethal hail of bullets.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; These features make assault weapons especially attractive to terrorists and criminals, and virtually useless to hunters or sport shooters.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Before the previous ban on assault weapons expired last November, some attempted to justify that expiration by saying that it wasn't working as intended.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; That is true. Some gun manufacturers were exploiting loopholes in the law by selling kits that made it possible to modify legal firearms into assault-style weapons, or by changing a few features of a weapon so it would slip through the legal definition of an assault rifle. The proper response to these abuses was not to let the ban expire, however. Instead, we should have fixed the ban so it really kept assault-style weapons out of the hands of criminals and terrorists. This bill will do that.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; It improves and simplifies the definition of assault weapons; expands the scope of the ban to include conversion parts kits that can be purchased through the mail and used to build an assault weapon; regulates the transfer of grandfathered assault weapons; clarifies definitions of assault weapon characteristics; and enhances tracing of assault weapons.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Keeping assault weapons out of the hands of terrorists and criminals is simply a matter of common sense. Innocent lives are at stake--including the lives of law enforcement officers who are our last line of defense against terrorists who would attack our communities. Make no mistake--military-style assault weapons are a threat to cops on the street.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; An analysis of FBI data found that one in five law enforcement officers slain in the line of duty between January 1, 1998, and December 31, 2001, were killed with assault weapons. How many of those officers would be alive today if criminals hadn't been able to get their hands on assault weapons?
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Hundreds of organizations are on record in support of a ban on assault weapons, including the Anti-Defamation League, Brady Campaign to Prevent Gun Violence united with the Million Mom March, Consumer Federation of America, National Coalition Against Domestic Violence, National League of Cities, and Voices for America's Children. I urge all of my colleagues to support this common-sense measure.
&lt;br/&gt;&gt;

&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; SECTION 1. SHORT TITLE.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; This Act may be cited as the ``Assault Weapons Ban and Law Enforcement Protection Act of 2005''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; SEC. 2. RESTRICTION ON MANUFACTURE, TRANSFER, AND POSSESSION OF CERTAIN SEMIAUTOMATIC ASSAULT WEAPONS.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (a) RESTRICTION.--Section 922 of title 18, United States Code, is amended by adding after subsection (u) the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(v)(1) It shall be unlawful for a person to manufacture, transfer, or possess a semiautomatic assault weapon.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(2) Paragraph (1) shall not apply to the possession or transfer of any semiautomatic assault weapon otherwise lawfully possessed under Federal law on the date of enactment of this subsection.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(3) Paragraph (1) shall not apply to any firearm that--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(A) is manually operated by bolt, pump, level, or slide action;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) has been rendered permanently inoperable; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(C) is an antique firearm.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(4) Paragraph (1) shall not apply to--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(A) the manufacture for, transfer to, or possession by the United States or a department or agency of the United States or a State or a department, agency, or political subdivision of a State, or a transfer to or possession by a law enforcement officer employed by such an entity for purposes of law enforcement (whether on or off duty);
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) the transfer to a licensee under title I of the Atomic Energy Act of 1954 for purposes of establishing and maintaining an onsite physical protection system and security organization required by Federal law, or possession by an employee or contractor of such licensee onsite for such purposes or off-site for purposes of licensee-authorized training or transportation of nuclear materials;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(C) the possession, by an individual who is retired from service with a law enforcement agency and is not otherwise prohibited from receiving a firearm, of a semiautomatic assault weapon transferred to the individual by the agency upon such retirement; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(D) the manufacture, transfer, or possession of a semiautomatic assault weapon by a licensed manufacturer or licensed importer for the purposes of testing or experimentation authorized by the Secretary.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(5) It shall be unlawful for any person to transfer a semiautomatic assault weapon to which paragraph (1) does not apply, except through--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(A) a licensed dealer, and for purposes of subsection (t) in the case of such a transfer, the weapon shall be considered to be transferred from the business inventory of the licensed dealer and the dealer shall be considered to be the transferor; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) a State or local law enforcement agency if the transfer is made in accordance with the procedures provided for in subsection (t) of this section and section 923(g).
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(6) The Attorney General shall establish and maintain, in a timely manner, a record of the make, model, and date of manufacture of any semiautomatic assault weapon which the Attorney General is made aware has been used in relation to a crime under Federal or State law, and the nature and circumstances of the crime involved, including the outcome of relevant criminal investigations and proceedings. The Attorney General shall annually submit the record to Congress and make the record available to the general public.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (b) DEFINITION OF SEMIAUTOMATIC ASSAULT WEAPON.--Section 921(a) of title 18, United States Code, is amended by adding after paragraph (29) the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(30) The term `semiautomatic assault weapon' means any of the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(A) RIFLES.--The following rifles or copies or duplicates thereof--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(i) AK, AKM, AKS, AK-47, AK-74, ARM, MAK90, Misr, NHM 90, NHM 91, SA 85, SA 93, VEPR;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ii) AR-10;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iii) AR-15, Bushmaster XM15, Armalite M15, or Olympic Arms PCR;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iv) AR70;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(v) Calico Liberty;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(vi) Dragunov SVD Sniper Rifle or Dragunov SVU;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(vii) Fabrique National FN/FAL, FN/LAR, or FNC;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(viii) Hi-Point Carbine;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ix) HK-91, HK-93, HK-94, or HK-PSG-1;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(x) Kel-Tec Sub Rifle;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xi) M1 Carbine;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xii) Saiga;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xiii) SAR-8, SAR-4800;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xiv) SKS with detachable magazine;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xv) SLG 95;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xvi) SLR 95 or 96;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xvii) Steyr AUG;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xviii) Sturm, Ruger Mini-14;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xix) Tavor;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xx) Thompson 1927, Thompson M1, or Thompson 1927 Commando; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(xxi) Uzi, Galil and Uzi Sporter, Galil Sporter, or Galil Sniper Rifle (Galatz).
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) PISTOLS.--The following pistols or copies or duplicates thereof--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(i) Calico M-110;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ii) MAC-10, MAC-11, or MPA3;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iii) Olympic Arms OA;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iv) TEC-9, TEC-DC9, TEC-22 Scorpion, or AB-10; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(v) Uzi.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(C) SHOTGUNS.--The following shotguns or copies or duplicates thereof--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(i) Armscor 30 BG;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ii) SPAS 12 or LAW 12;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iii) Striker 12; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iv) Streetsweeper.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(D) DETACHABLE MAGAZINE RIFLES.--A semiautomatic rifle that has an ability to accept a detachable magazine, and that has--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(i) a folding or telescoping stock;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ii) a threaded barrel;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iii) a pistol grip;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iv) a forward grip; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(v) a barrel shroud.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(E) FIXED MAGAZINE RIFLES.--A semiautomatic rifle that has a fixed magazine with the capacity to accept more than 10 rounds, except for an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(F) DETACHABLE MAGAZINE PISTOLS.--A semiautomatic pistol that has the ability to accept a detachable magazine, and has--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(i) a second pistol grip;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ii) a threaded barrel;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iii) a barrel shroud; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iv) the capacity to accept a detachable magazine at a location outside of the pistol grip.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(G) FIXED MAGAZINE PISTOLS.--A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(H) SEMIAUTOMATIC SHOTGUNS.--A semiautomatic shotgun that has--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(i) a folding or telescoping stock;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(ii) a pistol grip;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iii) the ability to accept a detachable magazine; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(iv) a fixed magazine capacity of more than 5 rounds.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(I) OTHER SHOTGUNS.--A shotgun with a revolving cylinder.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(J) FRAMES OR RECEIVERS.--A frame or receiver that is identical to, or based substantially on the frame or receiver of, a firearm described in any of subparagraphs (A) through (I) or (L).
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(K) CONVERSION KITS.--A conversion kit.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(L) MILITARY OR LAW ENFORCMENT WEAPONS.--A semiautomatic rifle or shotgun originally designed for military or law enforcement use, or a firearm based on the design of such a firearm, that is not particularly suitable for sporting purposes, as determined by the Attorney General. In making the determination, there shall be a rebuttable presumption that a firearm procured for use by the United States military or any Federal law enforcement agency is not particularly suitable for sporting purposes, and a firearm shall not be determined to be particularly suitable for sporting purposes solely because the firearm is suitable for use in a sporting event.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (c) PENALTIES.--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (1) VIOLATION OF SECTION 922(v).--Section 924(a)(1)(B) of title 18, United States Code, is amended by striking ``or (q) of section 922'' and inserting ``(r), or (v) of section 922''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (2) USE OR POSSESSION DURING CRIME OF VIOLENCE OR DRUG TRAFFICKING CRIME.--Section 924(c)(1)(B)(i) of title 18, United States Code, is amended by inserting ``or semiautomatic assault weapon,'' after ``short-barreled shotgun,''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (d) IDENTIFICATION MARKINGS FOR SEMIAUTOMATIC ASSAULT WEAPONS.--Section 923(i) of title 18, United States Code, is amended by adding at the end the following: ``The serial number of any semiautomatic assault weapon manufactured after the date of the enactment of this sentence shall clearly show the date on which the weapon was manufactured.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (e) RELATED DEFINITIONS.--Section 921(a) of such title is amended by adding at the end the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(36) BARREL SHROUD.--The term `barrel shroud' means a shroud that is attached to, or partially or completely encircles, the barrel of a firearm so that the shroud protects the user of the firearm from heat generated by the barrel, but does not include a slide that encloses the barrel, and does not include an extension of the stock along the bottom of the barrel which does not encircle or substantially encircle the barrel.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(37) CONVERSION KIT.--The term `conversion kit' means any part or combination of parts designed and intended for use in converting a firearm into a semiautomatic assault weapon, and any combination of parts from which a semiautomatic assault weapon can be assembled if the parts are in the possession or under the control of a person.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(38) DETACHABLE MAGAZINE.--The term `detachable magazine' means an ammunition feeding device that can readily be inserted into a firearm.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(39) FIXED MAGAZINE.--The term `fixed magazine' means an ammunition feeding device contained in, or permanently attached to, a firearm.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(40) FOLDING OR TELESCOPING STOCK.--The term `folding or telescoping stock' means a stock that folds, telescopes, or otherwise operates to reduce the length, size, or any other dimension, or otherwise enhances the concealability, of a firearm.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(41) FORWARD GRIP.--The term `forward grip' means a grip located forward of the trigger that functions as a pistol grip.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(42) PISTOL GRIP.--The term `pistol grip' means a grip, a thumbhole stock, or any other characteristic that can function as a grip.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(43) THREADED BARREL.--The term `threaded barrel' means a feature or characteristic that is designed in such a manner to allow for the attachment of a firearm as defined in section 5845(a) of the National Firearms Act (26 U.S.C. 5845(a)).''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; SEC. 3. BAN OF LARGE CAPACITY AMMUNITION FEEDING DEVICES.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (a) PROHIBITION.--Section 922 of title 18, United States Code, as amended by section 2(a), is amended by adding after subsection (v) the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(w)(1)(A) Except as provided in subparagraph (B), it shall be unlawful for a person to transfer or possess a large capacity ammunition feeding device.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) Subparagraph (A) shall not apply to the possession or transfer of any large capacity ammunition feeding device otherwise lawfully possessed in the United States on the date of enactment of this subsection.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(2) It shall be unlawful for any person to import or bring into the United States a large capacity ammunition feeding device.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(3) This subsection shall not apply to--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(A) the manufacture for, transfer to, or possession by the United States or a department or agency of the United States or a State or a department, agency, or political subdivision of a State, or a transfer to or possession by a law enforcement officer employed by such an entity for purposes of law enforcement (whether on or off duty);
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) the transfer to a licensee under title I of the Atomic Energy Act of 1954 for purposes of establishing and maintaining an onsite physical protection system and security organization required by Federal law, or possession by an employee or contractor of such licensee onsite for such purposes or off-site for purposes of licensee-authorized training or transportation of nuclear materials; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(C) the manufacture, transfer, or possession of any large capacity ammunition feeding device by a licensed manufacturer or licensed importer for the purposes of testing or experimentation authorized by the Secretary.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(4) It shall be unlawful for a licensed manufacturer, licensed importer, or licensed dealer who transfers a large capacity ammunition feeding device that was manufactured on or before the date of enactment of this subsection, to fail to certify to the Attorney General before the end of the 60-day period that begins with the date of the transfer, in accordance with regulations prescribed by the Attorney General, that the device was manufactured on or before the date of enactment of this subsection.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (b) DEFINITION OF LARGE CAPACITY AMMUNITION FEEDING DEVICE.--Section 921(a) of title 18, United States Code, as amended by section 2(b), is amended by adding after paragraph (30) the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(31) The term `large capacity ammunition feeding device'--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(A) means a magazine, belt, drum, feed strip, or similar device that has a capacity of, or that can be readily restored or converted to accept, more than 10 rounds of ammunition; but
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(B) does not include an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (c) PENALTY.--Section 924(a)(1)(B) of title 18, United States Code, as amended by section 2(c), is amended by striking ``or (v)'' and inserting ``(v), or (w)''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (d) IDENTIFICATION MARKINGS FOR LARGE CAPACITY AMMUNITION FEEDING DEVICES.--Section 923(i) of title 18, United States Code, as amended by section 2(d), is amended by adding at the end the following: ``A large capacity ammunition feeding device manufactured after the date of the enactment of this sentence shall be identified by a serial number that clearly shows that the device was manufactured or imported after the effective date of this subsection, and such other identification as the Attorney General may by regulation prescribe.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (e) BAN ON TRANSFER OF SEMIAUTOMATIC ASSAULT WEAPON WITH LARGE CAPACITY AMMUNITION FEEDING DEVICE.--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (1) IN GENERAL.--Section 922 of title 18, United States Code, is amended by inserting at the end the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(z) It shall be unlawful for any person to transfer any assault weapon with a large capacity ammunition feeding device.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (2) PENALTIES.--Section 924(a) of title 18, United States Code, is amended by adding at the end the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(8) Whoever knowingly violates section 922(z) shall be fined under this title, imprisoned not more than 10 years, or both.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(9) Whoever knowingly violates section 922(w)(4) shall be fined under this title, imprisoned not more than 5 years, or both.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; SEC. 4. STUDY BY ATTORNEY GENERAL.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (a) STUDY.--The Attorney General shall investigate and study the effect of this Act and the amendments made by this Act, and in particular shall determine their impact, if any, on violent and drug trafficking crime. The study shall be conducted over a period of 18 months, commencing 12 months after the date of enactment of this Act.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (b) REPORT.--Not later than 30 months after the date of enactment of this Act, the Attorney General shall prepare and submit to Congress a report setting forth in detail the findings and determinations made in the study under subsection (a).
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; SEC. 5. UNLAWFUL WEAPONS TRANSFERS TO JUVENILES.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Section 922(x) of title 18, United States Code, is amended--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (1) in paragraph (1)--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (A) in subparagraph (B), by striking the period and inserting a semicolon; and
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (B) by adding at the end the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(C) a semiautomatic assault weapon; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(D) a large capacity ammunition feeding device.''; and
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (2) in paragraph (2)--
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (A) in subparagraph (B), by striking the period and inserting a semicolon; and
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; (B) by adding at the end the following:
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(C) a semiautomatic assault weapon; or
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; ``(D) a large capacity ammunition feeding device.''.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; SEC. 6. EFFECTIVE DATE.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; This Act and the amendments made by this Act shall take effect on the date of enactment of this Act.
&lt;br/&gt;&gt;
&lt;br/&gt;&gt;
&lt;br/&gt;&gt; Notice that the mini-14 and M1 carbine are also on the list this time around.&lt;/div&gt;

      <description>&lt;div&gt;Yes the NRA is sometimes politically suspect. I hate to vote the NRA line. Could not do Bush. But this is America and money is all that matters. The golden rule. If you want to keep your guns join the NRA they scare the HELL out of the safety nazi gun grabbers. THEY can't protect you so if you can't always carry a gun isn't it nice that the bad guys think you COULD be ? There are more guns than toasters - more guns than telephones in America and NO legislation is ever going to change that. All gun bans do is take away from those who are honest/stupid enough to turn their guns in. The criminals will always be armed. The states with the strictest gun laws have the highest gun homicide rates.

&lt;br/&gt;
&lt;br/&gt;Dear Supervisor Daly, 
&lt;br/&gt;
&lt;br/&gt;Proposition H, is nothing but pure political grand standing. And justlike the legislature, you carefully exempt all of yourselves from this, to whit: 
&lt;br/&gt;
&lt;br/&gt;"Within the limits of the City and County of San Francisco, no resident of the City and County of San Francisco shall possess any handgun unless required for professional purposes, as enumerated herein. _Specifically, 
&lt;br/&gt;any City, state or federal employee carrying out the functions of his or her government employment, including *** but not limited to*** peace officers as defined by California Penal Code Section 830 et.seq. and animal control officers may possess a handgun._ Active members of the United States armed forces or the National Guard and security guards, regularly employed and compensated by a person engaged in any lawful business, while actually employed and engaged in protecting and preserving property or life within the scope of his or her employment, may also possess handguns." 
&lt;br/&gt;
&lt;br/&gt;( emphasis added by author ) 
&lt;br/&gt;
&lt;br/&gt;So Mr. Daly, when has your life become more important then mine? By the definition above, you your fellow board members and the mayor can be construed to by city employees "...carrying out the functions of his or her employment..." or for that matter anyone else who is on the city payroll and you guys decide to bless as being worthy of being able to protect their life, property and family. 
&lt;br/&gt;
&lt;br/&gt;Your proposal site "176 handgun incidents in San Francisco affected 213 in 1999..." so let me do the math for you: 
&lt;br/&gt;
&lt;br/&gt;* Population of San Francisco city and county in 2000 = 776,733 
&lt;br/&gt;
&lt;br/&gt;(213 / 776,733) * 100 = .0274 percent. 
&lt;br/&gt;
&lt;br/&gt;Yes that is 2 One hundreth's of a percent the population of the entire city of San Francisco was effected by gun violence or expressed _very_ accurately: 
&lt;br/&gt;
&lt;br/&gt;0.0274225506 percent. 
&lt;br/&gt;
&lt;br/&gt;You further break that down to 176 handgun incidents in San Francisco, so lets look at those number based upon population: (176 / 776,733 ) * 100 = .0226 percent or expressed very accurately: 
&lt;br/&gt;
&lt;br/&gt;0.022659009 percent 
&lt;br/&gt;
&lt;br/&gt;So based upon those numbers, you intend to deny the right of some 776 thousand people to possess a handgun in their own homes! 
&lt;br/&gt;
&lt;br/&gt;Will you take a police officer to the _home_ of Senator Diane Feinstein and _demand_ she hand her handgun over to the officer you brought with you? 
&lt;br/&gt;
&lt;br/&gt;You know Mr. Daily, somehow I kind of think she is going to fall into the "...including but not limited to..." clause of your proposition. Mr. Daily, is _her_ life more important then mine? 
&lt;br/&gt;
&lt;br/&gt;Will you go to the home of every retired police office who lives in San Francisco and demand any handguns they have? Although the city is not allowed to force handgun owners to register a handgun and therefor you cant get a list and go door to door, I think you can find out where every retired police officer in San Francisco lives because we send them 
&lt;br/&gt;a check every month. 
&lt;br/&gt;
&lt;br/&gt;I was in the military for 10 years, I am quite capable of handling most any kind of weapon ever made competently and with the rules of deadly force uppermost in my mind. And yet, you would deny me a tool to protect myself and my family. 
&lt;br/&gt;
&lt;br/&gt;The bans don't work plain and simple. Criminals who want guns will simply continue to buy them out of trunks of cars and nothing will change, all you will have accomplished is to deny law abiding citizens of a tool to protect themselves. 
&lt;br/&gt;
&lt;br/&gt;Now personally I think a shotgun is the best home defense tool, but if someone prefers a handgun, it is their business, not yours Mr. Daly. 
&lt;br/&gt;
&lt;br/&gt;As history will tell you, the first step of government subjugation of the population is to disarm them. This was true in Germany, The former Soviet Union and elsewhere. 
&lt;br/&gt;
&lt;br/&gt;I am a red blooded pretty middle of the road ( politically ) American. I spent 10 years of my life ready to die for my country ( and your young life as well) before you were even in High School, much less a supervisor. 
&lt;br/&gt;
&lt;br/&gt;Banning handguns is not the answer to the problem of violence. Making The City more attractive to business and getting better employment is one good way to give people the ability to make a better life for themselves and is a good place to start. Yet sadly the Board of Supervisors enacts law after law that make SF more hostile to business.

&lt;br/&gt;Pro-gun Senator David Vitter (R-LA) is getting ready to introduce a
&lt;br/&gt;bill that would block the United Nations from implementing gun
&lt;br/&gt;control measures affecting U.S. citizens.
&lt;br/&gt;
&lt;br/&gt;Entitled the "UN Second Amendment Protection Act of 2005," the bill
&lt;br/&gt;does still not have a number, as Sen. Vitter is trying to get
&lt;br/&gt;original cosponsors to join him.
&lt;br/&gt;
&lt;br/&gt;Gun owners across America are increasingly victorious in legislative
&lt;br/&gt;and elective battles at the local, state and national levels.
&lt;br/&gt;Nevertheless, anti-gun internationalists, long burrowed in the UN
&lt;br/&gt;headquarters, are planning, with some success, massive international
&lt;br/&gt;gun control measures.
&lt;br/&gt;
&lt;br/&gt;This entire week, the UN is holding the second biennial meeting of
&lt;br/&gt;States to consider the implementation of the Program of Action to
&lt;br/&gt;Prevent, Combat and Eradicate the Illicit Trade in Small Arms and
&lt;br/&gt;Light Weapons in All Its Aspects.
&lt;br/&gt;
&lt;br/&gt;Though couched in the flowery rhetoric of protecting victims of
&lt;br/&gt;violence, the goal of the conference is nothing short of global gun
&lt;br/&gt;control.  The rabid gun banners to our north would seem to agree.
&lt;br/&gt;"From Canada's perspective.... serious attention should be given to
&lt;br/&gt;the regulation of civilian possession of small arms," said Tim
&lt;br/&gt;Martin, head of Canada's delegation to the conference.
&lt;br/&gt;
&lt;br/&gt;Sen. Vitter has meticulously documented and highlighted for his
&lt;br/&gt;senate colleagues some of the most egregious proposals, including:
&lt;br/&gt;
&lt;br/&gt;  * A comprehensive program for worldwide gun control and a total ban
&lt;br/&gt;on certain types of firearms;
&lt;br/&gt;
&lt;br/&gt;  * The establishment of an international tracking certificate which
&lt;br/&gt;would be used to ensure UN monitoring control over the export,
&lt;br/&gt;import, transit, stocking, and storage of legal small arms and light
&lt;br/&gt;weapons;
&lt;br/&gt;
&lt;br/&gt;  * Worldwide record keeping for an indefinite amount of time on the
&lt;br/&gt;manufacture, holding and transfer of small arms and light weapons;
&lt;br/&gt;
&lt;br/&gt;  * National registries and tracking lists of all legal firearms.
&lt;br/&gt;
&lt;br/&gt;"The U.N. has no business interfering with our Second Amendment
&lt;br/&gt;rights guaranteed by our Founding Fathers," Sen. Vitter said.
&lt;br/&gt;
&lt;br/&gt;Much of the UN's agenda was conceived in a 1995 proposal, and then
&lt;br/&gt;adopted as a Program of Action in 2001.  At that time, then-Under
&lt;br/&gt;Secretary of State for Arms Control and International Security John
&lt;br/&gt;Bolton led the U.S. opposition to the Program. The United States has
&lt;br/&gt;neither signed nor ratified the Program.
&lt;br/&gt;
&lt;br/&gt;Sen. Vitter's bill will prohibit any U.S. funding to the UN unless
&lt;br/&gt;the President certifies that the world body "has not taken action to
&lt;br/&gt;restrict, attempt to restrict or otherwise adversely infringe upon
&lt;br/&gt;the rights of individuals in the United States to possess a firearm
&lt;br/&gt;or ammunition."
&lt;br/&gt;
&lt;br/&gt;ACTION:  Please contact your two senators and urge them to cosponsor
&lt;br/&gt;the Vitter bill.  You can visit the Gun Owners Legislative Action
&lt;br/&gt;Center at http://www.gunowners.org/activism.htm to send your Senators

      <description>&lt;div&gt;Last week a bill that would require ammunition manufacturers to stamp serial numbers on all handgun ammo and retailers to collect ID info via driver's license for ammo sales began moving through the legislature.  It is sponsored by that enemy of private firearm ownership, the California attorney general Bill Lockyer [may he fry in hell].  The bill passed the senate Public Safety Commitee on a 4-2 vote after a very brief hearing.  The bill is co-authored by the senate leader Dan Peralta D-Oakland [what IS it with the SF Bay Area?] and Sen. Joe Dunn D-Garden Grove.  The guvernator reportedly has "no position" on the bill.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;"The technology now exists to laser-cut each bullet with a serial number, said Sen. Joseph Dunn, D-Garden Grove, who is carrying the bill. Police would immediately be able to trace who purchased bullets used in crimes. Purchasers would pay up to a halfpenny per bullet to fund record-keeping by the state Department of Justice on every handgun-caliber bullet made or sold in California. Vendors would pay up to $50 a year to register. Rifle ammunition would be exempted, though some calibers are used in both handguns and long guns."

&lt;br/&gt;
&lt;br/&gt;""We'll solve a lot of crimes if this becomes law," said Attorney General Bill Lockyer, who supported the bill. "This proposal is kind of like DNA science applied to ballistics."

&lt;br/&gt;"He acknowledged criminals could find ways around the law, but said milk, medicine, soda cans and most other things sold in stores have identification numbers.   "Why not bullets?" he said."

&lt;br/&gt;[Uh let's see, controlling and tracking ammo sales is infringing on the 2nd amendment which does not protect milk, medicine and soda cans for a start.]

&lt;br/&gt;"Lawrence Keane, general counsel of the Sporting Arms and Ammunition Manufacturers' Institute Inc., said American manufacturers produce 8 billion bullets a year, 15 million a day. They would have to either stop selling in California or rebuild ammunition plants at a cost of hundred of millions of dollars, he said, disputing far lower cost estimates by proponents."

&lt;br/&gt;In other gun news the US Supreme court ruled over Bush administration objections that people convicted of crimes overseas can still own guns in the US.  The court decided that US law which prohibits felons who have been convicted in "any court" from owning guns only applies to crimes committed in the US and against US laws.

&lt;br/&gt;WHY is the Bush administration [of all people] trying to do this?  Talk about schizophrenic.  Next thing you know they'll be calling for prosecution of US servicemembers in the world court : ).

      <description>&lt;div&gt;I'm looking to BUY my first gun (been shooting a long time, but finally turning into a gun owner) and would like a recommendation for a gun shop in the Bayeria. I will be buying a .22 carbine and possibly also a .45 pistol.

      <title>Got Training?</title>

      <description>&lt;div&gt;Popping the lid off a thousand round ammo can of .223 and blasting the hell out of sray beer cans, toasters, abandoned cars... is definitely an important part of anyone's firearms experience.  
&lt;br/&gt;Shooting pumpkins with a .338 or 12ga shotgun will also bring it's own special kind of rewards to the lives of the responsible gun owner.
&lt;br/&gt;
&lt;br/&gt;Something to level with though is that almost everyone who owns one has somewhere in their agenda the possibility of personal defense.
&lt;br/&gt;When the shit hits the fan and you need to use it, do you know what to do?
&lt;br/&gt;What if it jams?  What if your hands are cold or numb?  Know where you're gonna try to hit the bastard?  Know if you have the skill or if your equipment has the ability to take care of the problem?
&lt;br/&gt;
&lt;br/&gt;Professional training is worth (by a longshot) more than the face value of the money used to pay for it. 
&lt;br/&gt;Places like Gunsite, Thunder Ranch, Front Site, Massas Ayoob's Leathal Force Institute, The Firearms Academy of Seattle, there are more, but I list these particular places as the example to follow for comparison.
&lt;br/&gt;
&lt;br/&gt;That NRA handgun course ain't gonna cut it.
&lt;br/&gt;It'll get you the card or the hunting license, but don't think knowing how to load the thing and wail on a target is gonna save your ass if things go horribly wrong and you need to stop an attacker to save your life.
&lt;br/&gt;
&lt;br/&gt;I've trained beside FBI, DEA, NRC, army, navy, agencies that weren't allowed to be named, Moms, librarians, cops, champion firearms competitors, hookers, even a couple of hot whities who lived in El Salvador and needed to protect theirsleves from the occasional bad neighbor.
&lt;br/&gt;Everyone I've trained with came away from the experience that they'd been lucky so far that they'd either never needed to defend themselves with a firearm, or had found a new understanding of what is or what aint when it comes to dealing with the possibility of a gunfight.
&lt;br/&gt;
&lt;br/&gt;Something else to note is that -everyone- I've ever trained with was left with the gravely grounding sense that a gunfight is the last place in the world they'd ever want to be and would do anything to avoid having to go there.
&lt;br/&gt;For what it's worth, those people are likely to be the most prepared and most feared of the millions of possible opponents in a gun battle and in the unthinkable event would also likely be the ones left when the smoke cleared.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;On the lighter side of things, after a course at a good training outfit, you're gonna leave knowing exactly what the hell you know about gun handling and will without a doubt be a better shot and much less of a hazard to those around you.
&lt;br/&gt;You'll be a better gun handler and shooting for fun or sport, even hunting for that matter, will be much more rewarding.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;I've seen certificates for classes at Front Site selling for about $250 lately, from time to time you'll find promotions like that where you can get into a course for a greatly reduced rate (so long as it's your first class, usually), it's worth it to at least look into.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;What's your training?
&lt;br/&gt;Do you know if you can park a .45 slug in the eye of that bastard who has your daughter by the neck, when you're stressed and tired, in the falling light of dusk?
&lt;br/&gt;
&lt;br/&gt;I do.

      <description>&lt;div&gt;finally got something worthy, first since you have Baroness, i figure i got to add scarlett, its a great photo, an unreleased ultra hotty figure with upgraded MP5, and a small shot of the figure you could get in stores for comparision. (you'll see why this one never hit the stores)

      <description>&lt;div&gt;Hi friends- please, please, please... keep an eye out for my truck, in the southern and bayshore areas of SF... or whrever else vehicles may be recovered that are stolen from my gentrified whitey-tightie side of Potrero Hill.
&lt;br/&gt;
&lt;br/&gt;I have a "Listing" posted, that describes my baby in detail. This, plus my bike, both in the same year, too goddamn much. The bike I made into my baby myself, whereas the truck, I just paid a hellofalot for, and really don't want to have to continue paying-on if in the hands of some asshole wanker theif monger.
